This is a kit: a TECNA 9312 retractor tool balancer supplied together with a Pneumatico P931X air hose set, so the tool and its air line are both handled from one overhead point. It suits air tools weighing 2.2-4.4 lb.

The TECNA 9312 retractor takes the weight on its own steel cable, and the coil hose runs alongside it, feeding air to the tool. That means the load rating and the hose are independent: the balancer is doing the lifting, the hose is only carrying air.

The 9312 is a retractor, so the tool returns to its rest position when you let go rather than staying where you leave it.
