The Kromer 7211-02 is a tool retractor for tools weighing 3.3-6.6 lb - for example air screwdrivers or small drills - and works equally with any other tool in that weight range. A retractor is not a zero-gravity balancer: retraction force increases as the cable is pulled out, so the tool comes to hand easily and then returns to its initial position when released - keeping it off the bench and out of the way between operations.
No locking mechanism on the 7211; the ratchet-lock version is the Type 7212.
